About the Instructors
Chief Moorman is a native of Gladys, Virginia. He graduated Magna Cum Laude from Lynchburg College (now University of Lynchburg) in 1986 with a Bachelor of Arts degree in Business Administration and Religious Studies. He obtained his Masters of Public Administration degree from NC State University in 2001. He obtained his Doctorate of Education from NC State University in 2018.
Chief Moorman worked with the City of Raleigh Police Department from 1987 to 2006, where he served as a Patrolman, a K-9 Officer, a Community Policing Officer, a Drugs and Vice Investigator, a Patrol Sergeant, a K-9 Sergeant, a Community Policing Sergeant, a Warrant Squad Sergeant, an Administrative Lieutenant, and a District Captain. He started his career with the North Carolina State University Police Department in 2006, where he served as the Emergency Communication Center Director and Support Services Division Commander (Captain), prior to becoming Police Chief. He served as the North Carolina State University Police Chief from July 1, 2011 until his retirement on October 1, 2019. Since his retirement, he has served as a consultant/instructor with the National Association of Campus Safety Administrators and as a consultant with Developmental Associates. After his retirement, he also has served as an Interim Police Chief and Associate Vice Chancellor of Public Safety at NC A&T State University from August, 2020 to August, 2021. From September 2021 until October, 2022, he served as Interim Director of Public Safety / Risk Management at Presbyterian College in Clinton, SC. He is an Adjunct Faculty Member for Liberty University and also works as a consultant in campus law enforcement and security.
Chief Moorman co-chaired the Security Awareness and Compliance Committee of the University of North Carolina System Security Initiative Task Force in 2013-2014. In 2014 and again in 2017, he was elected to the Board of Directors for the International Association of Campus Law Enforcement Administrators (IACLEA), representing the Southeastern United States. He is also a graduate of the 267th session of the FBI National Academy in Quantico, VA and Gavin DeBecker’s Advanced Threat Assessment Academy at UCLA.

Tom Saccenti retired as the Chief of Police for the University of West Georgia. Prior to his service at UWG he served as the Chief of Police for Furman University and Marietta
College. Prior to entering the higher education profession, Chief Saccenti served as the Chief of Police for the Pioneer, Ohio Police Department, as a Uniformed Crime Investigator for the State of Ohio and a Detective for the Castalia Police Department.
Chief Saccenti holds an Associate’s Degree in Criminal Justice from Marion Technical College, A Bachelore’s Degree in Psychology and a second in Criminal Justice from Trine University, and a Master’s Degree in Criminal Justice from the University of Cincinnati. He has served as an adjunct professor for the University of West Virginia, Washington State Community College, Marion Technical College, and Greenville Technical College.
He has held the position of President for the Indiana Association of Campus Law Enforcement Administrators, The South Carolina Association of Law Enforcement Administrators, and the National Association of Campus Safety Administrators. He served on the Board of Directors for the International Association of Campus Law Enforcement Administrators. He currently serves as the CEO of the Campus Protectors Association Management Company.
